Can these be installed over an already chipped scoop?
Absolutely! That is one of the purposes of these covers: To hide existing damage!
Why not just replace the scoops with the OEMs?
That is one solution albeit it is costly, and a very difficult install procedure. Think of these covers as similar to a phone case.
